i say yes and no on this one. i would say yes because some people are really bad mentally, if they are, then they should be about to get something done to help, if its not bad, and they can do their own thing, they shouldn't go too deep in it.

No, Mental health issues are mostly caused from social issues in our society, and it would be less costly and more effective to address the problems from the root instead of throwing money and drugs at it.

Give funding to the states who in-turn disperse the funds to local counties and municipalities. This localized focus allows elected official on the local level to tackle the issue, for they know what to do best in their own communities.
