No. The government should be completely secular on all beliefs outside of the Constitution. Meaning no religious, social, or political beliefs should be displayed by the government.

If it it used in any way other than a historical context, it shouldn't because then it would be being used as a symbol of racism and treason.

No. Absolutely not. It's a symbol of treason against the GOVERNMENT, flying it over GOVERNMENT property is dangerously close to rebellion. It should not be allowed to be flown at all nearby a government building. People should be allowed to have them for their homes or businesses (or civil war museums, though it shouldn't be being *flown* over them), but not on government property.
