No. Absolutely not. It's a symbol of treason against the GOVERNMENT, flying it over GOVERNMENT property is dangerously close to rebellion. It should not be allowed to be flown at all nearby a government building. People should be allowed to have them for their homes or businesses (or civil war museums, though it shouldn't be being *flown* over them), but not on government property.
