The flag was meant to be a flag for the confederacy during battles in the American Civil War, and since the Civil War had been over for over 100 years now, I don't think the flag should be considered for anything, but rather, what it can be used for. Whether that be for rebellion, ancestry, or white heritage or culture, it really depends on how you want to portray it as today. The Nazi flag is different though, since the Confederacy was a Confederacy, and not a Fascist Regime. Given the context of how the flag was used back then and now however, I'd say it's a sign of treason against the US, but only if the user of the flag is in favor of rebelling against the US.
