I think funding for shelters is just the start. While I feel that they will help, shelters can only do so much. Resources will have to be provided as well.

Funding for shelters really doesn't do very much when the shelters in question don't actually help homeless people. When a homeless person would rather sleep freely on the streets, than sleep with a roof under their head with maddening conditions and requirements, then maybe homeless shelters are not the way to go, and increasing its funding could make shelters that much harder to actually use.
